Even when a system is well designed, the system can become risky if the people and processes around it are unclear about who does what, what limits exist, what conditions are being assumed, and how anyone will prove the system meets expectations. A role is not always a job title, because a job title can include many duties, while a role in risk and security work is a specific function like approving access, managing configuration baselines, triaging alerts, or authorizing exceptions. Responsibilities are the specific duties associated with a role, including the expected actions, the expected decisions, and the expected accountability. Beginners often think defining roles is just making an org chart, but the more important part is defining how roles interact, such as who provides evidence, who reviews it, who approves a change, and who verifies that the change did not introduce new risk. If your criteria say that certain impacts are unacceptable, validation should focus on controls that prevent or reduce those impacts.
